The Reshade shaders and regular (whitelisted) Reshade cannot do cheats, but the addons definitely can. Once you allow 3rd party code through addons all bets are off. Basically, when you install Reshade into PCSX2, it makes a Reshade-Shaders folder in the PCSX2 directory. Inside that is a Textures folder with a file named "lut.png".
